The devastating impact of a four-year delay in implementing Jade's Law has left a Flintshire family in shock and despair. This new legislation, designed to protect children and families, is yet to be fully realized, despite being passed in Parliament over a year and a half ago.
Jade's Law, a campaign initiated by the family of Jade Ward, aims to strip parental rights from individuals who take the lives of their ex-partners. Jade, a 27-year-old mother of four, was brutally murdered by her ex-partner, Russell Marsh, in 2021. Her parents, Karen Robinson and Paul Ward, have been fighting for this law ever since, but their efforts seem to have fallen on deaf ears.
The delay in implementing Jade's Law has left the family reeling. Marsh, serving a life sentence for Jade's murder, continues to have parental rights, a situation that breaks the hearts of Jade's parents. They had hoped that their campaign would prevent other families from enduring the same pain.
But here's where it gets controversial... The Ministry of Justice, while expressing their commitment to implementing Jade's Law, has not yet done so. The family, under the impression that the law was already in effect, has been left feeling disappointed and frustrated.
"We worked so hard, mentally and emotionally, to get this law passed," Karen Robinson said. "It's devastating to see that it's not being used to protect other families."
And this is the part most people miss... The law, when implemented, will not only protect children from the influence of their killer parents but will also provide a measure of justice and peace for the families of victims.
Jade's father, Paul Ward, feels that Marsh is trying to exert control over the family even from prison. He believes that Marsh's requests for pictures and school reports are a way to "get one over" on them.
The family, along with friends and supporters, successfully campaigned for the law, which was passed in May 2024 as part of the Victim and Prisoners Act 2024. However, the law remains dormant, and the administrative hurdles are still preventing its implementation.
"We're tired. We just want Jade to rest," Paul Ward said. "The delay brings up bad memories, and we need closure so we can finally find some peace."
A family friend and campaigner, Edwin Duggan, who wrote the framework for Jade's Law, is now taking action. He has written an open letter to the justice secretary, David Lammy, to "kick-start" the process and ensure the law is implemented properly.
"The more support we can gather, the stronger our message will be," Duggan said. "We won't rest until Jade's Law is properly in place and doing its job."
The Ministry of Justice, in a statement, expressed their deepest sympathies for the families of victims and reiterated their commitment to implementing Jade's Law swiftly and safely. They are working with various partners to ensure a smooth transition, but the process is taking longer than expected.
Four-and-a-half years after Jade's tragic death, her parents are still fighting for the law to be implemented. Their story is a powerful reminder of the impact of violence and the importance of protecting vulnerable families.
